Chairman – AICTE & UGC.
We request all concerned AUTHORITIES to immediately interfare in the Technical Educational Quality matters & Ensure all necessary arrangements for scrutiny and verification of the information contained herein as soon as possible.
We demand an independent Agency like C.B.I. should be given the task To verify the FACTS to Ensure the “QUALITY EDUCATION”.Also , Consumer Court must keep Complete Observation to stop the Corruption by the Strong MAFIA
Important :-
As we know, Teachers has multiple roles to perform: teaching, research, development of learning resource material, extension and managing the institution.
For this, Initial and in-service training should be made mandatory for faculty members and adequate training reserves should be provided.
Staff Development Programmes should be integrated at the State of Jharkhand / Bihar, and coordinated at Regional and National levels.
List of Faculty Members appointed in Jharkhand / Bihar specially in
R.I.T. Koderma with qualification, designation, date of joining, discipline, Salary, Quality Improvement Programme, should be completely scrutinized & Necessary action should be taken to rectify it as soon as possible.
The pay and service conditions of teachers have to be commensurate with their social and professional responsibilities and with the need to attract talent to the profession.
Efforts should be made to reach the desirable objective of uniform emoluments, service conditions and grievance-removal mechanisms for teachers throughout the country.
Guidelines should be formulated to ensure objectivity in the postings and transfers of teachers.
A system of teacher’s evaluation ~ open, participative and data-based - should be created and reasonable opportunities of promotion to higher grades provided.
Norms of accountability should be laid down with incentives for good performance and disincentives for non-performance. Teachers should continue to play a crucial role in the formulation and implementation of educational programmes.

AICTE to come out with guidelines on uniform fee structure
Er.Alok Kumar reports :
The All-India Council for Technical Education (AICTE) would come out with guidelines on uniform fee structure for technical education across the country soon, its Chairman, R A Yadav, said on Sunday.
Responding to appeals made by the Consortium of Self-Financed Professional, Arts and Sciences Colleges in Tamil Nadu in this regard here at a meeting, he said "some guidelines would be introduced in the next three months by the Committee on Fee Structure set up for this purpose."
The Committee would soon be visiting various states and take opinions of stakeholders, he added.
The Tamil Nadu government has already appointed the Justice N V Balasubramanian Committee to recommend revision of fee structure for private professional colleges in the state. The Committee is yet to submit the report and the government is in favour of reduction of fees.
The Consortium, headed by noted educationist Jeppiaar, putforth a series of demands before Yadav,including relaxation on AICTE rules on appointing Ph.D. holders as teachers for undergraduate courses in technical institutions, especially engineering colleges. Yadav said he would "take it seriously" and try to bring about a solution though he did not give any assurance.
The Consortium, in a memorandum, said that owing to the shortage of teachers, the AICTE norms of teacher-students ratio should be increased to 1:20 from 1:15, to which Yadav replied that the AICTE would consider the plea.
"Faculty shortage is a hard reality, and could even impact the quality of technical education," he said, adding AICTE will try to restructure the ratio.

Tensile Testing :
Tensile testing involves pulling on a specimen material to determine the relationship between force and stretch, and the force at failure. This mechanical testing method is performed on virtually any kind of material: metals, plastics, paper, film, foil, wire, cordage etc.
There are many material properties that can be determined by tensile testing. Among the most common are:
Modulus
This is the measurement of the stiffness of a material - how much it deflects elastically for a given load.
Elongation
This is the total elastic and plastic (irreversible) stretch of the material before it breaks.
Ultimate Load
This is the maximum force that the specimen will accept before failure.
Yield Strength
This is the stress (load/area) at which a material begins to deform plastically.
Tensile testing can be performed on either finished products or specially cut or formed samples.
Careful consideration must be given to such issues as speed of testing, grip design and application, load cell selection, and others, to yield accurate and credible results.
Compression Testing:
Materials behave differently in compression than they do in tension, so it can be important to perform mechanical tests which simulate the conditions the material will experience in actual use.
Compression testing is typically used to test plastics, foam, rock, concrete and asphalt. It is rarely used to test metals.
Compression Testing is also used in product testing to evaluate the behavior of finished products. For example, a hypodermic needle may be pushed into a material to see how easily it penetrates and to assess its sharpness.

Fatigue testing :
It is used to determine how many load cycles a material can sustain or the failure load level for a given number of cycles.
The results of fatigue testing vary dramatically depending on the material. For example, most steels and aluminum alloys behave very differently under fatigue. Steel typically has a fatigue threshold, which means that if it is tested at loads lower than the threshold, it will never break. Most aluminum alloys do not have a fatigue limit, so it is more difficult to judge when they will break. Even at a small load, most aluminum alloys will fail after a sufficient number of cycles.
Plastics (Polymers) are very sensitive to strain rate, or the speed of testing. Testing plastics at a higher rate will lead to different results than testing them at a low speed. Similarly, plastics are temperature sensitive, meaning that they behave very differently at high temperatures than at low temperatures.
Fatigue testing is very common in the automotive and aerospace industries. This type of mechanical testing is performed using very simple sinusoidal load cycles, or may include very complex reproductions of actual service life load profiles.
Package Strength Testing :
In order to produce acceptable packaging on a daily basis and throughout a determined shelf life validation, it is important to evaluate the strength characteristic. Not only does strength play a key role in a shelf life validation, but it also lets the medical device manufacturer determine that their process for sealing packages is staying consistent to their predetermined specification set in the process validation. There seems to be some confusion within the medical device industry regarding the strength of a package as opposed to the integrity of a package. Package strength concerns the force required to separate two components of the package. It could be the force to separate two flexible components of a pouch, or a flexible lid and a thermoform tray. These forces may be measured in pounds per inch width, as in the seal/peel test; or in pounds per square inch, as in the burst test method. Alone, these tests of package strength values do not necessarily prove the integrity of the entire package. In fact, the seal width that was actually measured may be within the strength specification but may have a channel leak that could breach the package and negate integrity.
The main culprit for poor package strength is the sealing parameters. If a proper process validation of the sealer is not performed, the medical device manufacturer can expect failure.

Justice for education & a better future : Er.Alok Kumar took Interview

From a munsif at a district court to the chairman of a state’s education tribunal — the journey of Justice L.P.N. Shahdeo apparently has no end.Justice Shahdeo — who retired as judge from Patna High Court in 1993 — has been shouldering the responsibility of the Jharkhand Education Tribunal (JET) since its inception in August last year.As the chairman of the tribunal, the septuagenarian judge — who joined the profession as a munsif in Hazaribagh after clearing the first public service examination in 1958 — has passed several orders for the betterment of educational institutions across the state.
In a tête-à-tête with Er.Alok Kumar,Justice Shahdeo discussed the tribunal’s objectives and future plans.
What are the objectives of the Jharkhand Education Tribunal (JET)?
JET has been formed for regulating the functions of all educational institutions, including private and government schools, in the state. The basic objective being constituting the tribunal is to ensure that none of the teachers nor students studying in a particular educational institution is harassed and exploited by the management of the educational institutions. Our concern is also to monitor that these institutions do not turn into profit-making institutions and there should not be any commercialisation of education. Education cannot be treated as a business.
What are the guidelines for schools to follow to avoid cases in JET?
JET is not against the management and administration running the different schools in Ranchi and in the state. The state capital is known to be a hub of some of the very best educational institutions in the eastern region. The tribunal has from time to time given directions to schools and educational institutions to run their establishments as per proper norms and rules. By way of judgments, orders and observations, the tribunal has cited guidelines for institutions to follow. Overloading in buses was first questioned by JET. We have also ensured that no library fees and computer fees are charged from students between Class I and Class IV in all schools. Such children do not avail the facilities and their wards should not be coerced into paying extra fees. The fee structure should be such that parents do not feel pressurised to pay for the education of their children.
What has JET done to ensure that the guidelines framed by it are followed by the institutions?
The tribunal has formed committees to look into complaints and monitor institutions to see to it that everything is done by the book. All district magistrates have been empowered by the tribunal to check schools and other institutions for any sort of irregularity that is being carried out. The Ranchi deputy commissioner has been made the chairperson of a committee in which different school principals are members. The objective of the committee is to see to it that there is no exploitation or discrimination among students or teachers and to also ensure that there are no irregularities whatsoever. The committee holds its meetings at regular intervals and the minutes of the meeting are forwarded to the tribunal for its appreciation and comments.
Are you satisfied with the present location of the tribunal and the manpower provided by the government?
The JET has an important duty to shoulder. It is responsible for the education of children who are the future of the country. To function from a small and congested building is pathetic. The courtroom is also very small and hardly 10 persons can sit comfortably. There is also a shortage of hands in the office for which work is delayed and the existing staff are over pressed with their daily engagements. We are trying to do all that we can to resolve the situation and see to it that JET is given a better place to function along with adequate manpower to run things smoothly.
How many complaints have been made to the tribunal and what is the disposal rate?
The tribunal was formed in August 19 last year and it is close to one year now. In these months, it has registered a total of 58 cases apart from miscellaneous and contempt cases. The tribunal has performed exceptionally well in its short span so far. As many as 11 cases have been disposed by the tribunal. We expect to increase the disposal rate of cases considerably in the days to come.
The tribunal had directed schools/colleges to make payment of teachers in cheques and not in cash which is not being done.
What is JET doing to implement its order?
JET is aware of the malpractice carried out in some of the Private Technical Colleges. Despite our orders teachers are not being paid their salaries in cheques. Whereas it has also come to our notice that some Orivate Engineering Colleges have started giving salary in cheque but deduct a lump sum forcefully for which there is no proof. However, we have not received any formal complaint so far and are helpless in this. We will take strict action against the offenders if the matter is brought to the knowledge of JET.

From a munsif at a district court to the chairman of a state’s education tribunal — the journey of Justice L.P.N. Shahdeo apparently has no end.Justice Shahdeo — who retired as judge from Patna High Court in 1993 — has been shouldering the responsibility of the Jharkhand Education Tribunal (JET) since its inception in August last year.As the chairman of the tribunal, the septuagenarian judge — who joined the profession as a munsif in Hazaribagh after clearing the first public service examination in 1958 — has passed several orders for the betterment of educational institutions across the state.
In a tête-à-tête with Er.Alok Kumar,Justice Shahdeo discussed the tribunal’s objectives and future plans.
